96 C280 Throwing codes... help!

Hello all! I have a 96' Mercedes C280 and it is not starting. It cranks fine but wont turn over. I scanned it with our scan tool and it read out 2 codes. The codes are:

EA/CC/ISC
115 CAN no Reception from HFM N3/4

and

HFM/MEZ
117 Attempted to start with RCL locked

So the mirror lights are flashing alterately and the door locks work? If that makes any sense. We replaced the ECU in the passenger engine compartment. So does anyone have any ideas on where to look first? Oh i read on a few forums about an OVP circuit and people are reccomending that its likely 95% that is causing my car not to start. The fuse in it sint blown but can it still be bad? So we placed and order on the OVP circuit thru the dealership. But yes any suggestions?
