License Plate lights on 83 SEC

Anyone know exactly why license plate (dual lights) wont work? Fuse is perfect- I replaced bulbs- removed what I could in trunk and found a black line cord that looks like it plugs into a socket and could got here but cant figure out how or where it is? ANY IDEA??
