Rag top wont go down

I have a 1994 E320 convertible. When I go to put the top down, the windows all go down as programed but the top will not go down at all. I unlatch the two latches and push the roof up as per the manual but the roof will not go any further. Any Ideas? Anyone have a similar problem?
