88 420 SEL Air Flow

It appears that the baffle sometimes sticks and the air does not come out of the center vents on the dash. The side vents work ok, and if I direct the air via the defrost selector the air goes to the windshield. The issue is that occasionally it works ok.. How do I access the air director ?
