Adjust Idle

I have a 1991 300E W124 chassis with the M103 Engine. Whenever I pull up to a stoplight after driving with my foot on the brake and the Trans still in drive the RPMS go down and the engine sounds like it's struggling. Could this be due to a Low Idle setting or something else.
