In simple terms, it gives more assist when you are going slow and less when driving for more road feel.
All of this is done by a valve that is located on the steering sector.

What year did MB cars start to have speed sensitive steering?

The 1992 S-class was the first MB with variable steering.
On MB's this is computer controlled & NO adjustment.
