1990 E300 Drivers seat

Hi Guys!

I hope all is well. I just bought a 1990 E300 today for $2200. The back of the drivers seat will tilt back but it wont tilt forward. Any ideas what is wrong?

And also, the Radio doesnt seem to be turning on. I checked the fuse box and it seems okay, doesnt seem like any fuzes are out..
