replaced fuel pumps 89 300ce still issues

car is running ruff when cold hesitates,pops in plenum when engine cold,need to allow warm up for 5 mins,mechanic told me both fuel pumps putting out low pressure,i replaced them with high flow pumps,also told me to replace the overload relay behind battery it was putting out fluctuating voltage 12-14 volts,replaced,then told me it needs an oxegan sensor,the engine still hesitates when cold loss of power,i still need to replace the o2 sensor and the fuel filter,does this sound like it could be the cause of the issues?when cold and not allowed to warm up,car barely moves with full throttle then bucks,then kicks in then loss of power,till i let up on the throttle and it warms up
