a/c not working on 89 300ce compressor not spinning

i was just checking the ac,the ac looks all new great condition,i removed the black and blue cap,then pushed in the pressure needles,there was very low pressure coming out,id like to assume with this car being 21 yrs old and still having all the original parts,however low mileage 66,000 maybe it just needs a charge,how do i tell if it still has the r12 in it,i dont think anyone ever converted it to r134,there is 1 smaller blue cap on the top,and one large black cap on the lower port near the radiator.do you think its a good idea to buy a few cans of arctic ice from autozone and repressurize it? i dont know how much oil the system requires,but i know there is a bottle that has the oil mix in it.i tested the ac compressor clutch,and it spins free but does not engage when selected,im thinking its just due to the low pressure.any ideas would be greatly appreciated.
