CEL/Vacuum Line help!

I am getting 11 blinks on my 1990 190E 2.6 from the LED. Last time this happened it was the air check valve. I included pics, but I was the little round black and white object that I replaced because I was able to blow air through both ends when it should only be one end. Anyways after getting 11 blinks I went to the same location, but the valve is funtioning fine, however there is no suction or very little suction from this vacuum line (see pics). I tested the vacuum tube right above it that stretches across the valve cover and connects to the ignition wire housing and the suction there is pretty strong What could be the problem? There is a small metal piece underneath next to the smog/air pump and it is connected to it via a larger hose. Ayone know if that could be the cause of it?
