Brake Light Switch install - how to reach?

Reached the Brake Light Switch - Now What?

Finally reached the brake light switch on the 560SEL. There appears to be two 17mm bolts on either side of the mounting bracket but they don't seem to want to turn. Any ideas on how to remove the old brake light switch?
