OVP Symptoms include no dash lights?

1995 C280, 220k miles. Engine shuts off intermittently. When this happens the dash lights don't light up, it's as-if there isn't a battery connected. New battery, cleaned cables, new alternator within the last 2 months. Voltage when running is 13.5.

I can believe that the stalling is because of the OVP. Will this also cause the instrument cluster to not light up?
