Glue recommendations, please

My recently acquired '85 300TD was repainted this past October (the day before the previous owner died), but the paint job has some major quality problems. What I'm concerned with right now is that the rubber-and-chromed-plastic rails on the roof are coming unglued. I don't know whether the paint shop took them off and then reglued them with inferior stickum or whether they left them in place and used some kind of paint prep solvent which may be causing the original factory glue to come undone, but I suspect the former, since the rails are full of kinks and dings of the sort one would expect to be the result of crude screwdriver or puttyknife prying. I've tried 3M trim cement, but it isn't holding. What do you fellers recommend???

get 3M doublesided heavy duty tape (autobody supply?) and use that - on my older GM car the trim was held on with it. Hope this helps
