Lost vacuum after valve adjustment

After adjusting my valves my engine won't shut off, will my doors will not lock, and downshifts are rougher on my 82 300D. I know all of these are powered by vacuum. I've followed all the lines and everything seems to be connected as far as I can tell. I am stumped, any help is appreciated.

Here's the engine bay as of now.
