Just installed new compressor and drier and compressor never cycles and low pressure line freezes up from compressor all way to firewall even with heat on.

expansion chamber, etc.

Why did you have to change the compressor? If it was because it seized on you, then it's likely that all kinds of metal shrapnel was pumped into both the condenser and expansion valve. If you didn't change those (it's almost impossible to adequately clean out enough of the small passageways in the condenser) as well as, cleaned out all of the hoses, it's likely that you have a blockage.

Have you run gauges on the system to see where your pressure-temperature curves are? This will tell an A/C tech where to look. If you live near me we can use my gauges. Your symptom above could be blockage, I agree that the filter/dryer is always replaced when the system is open, and the expansion valve is a little tougher to access but ...

On the surface it looks like a low charge symptom but more data is necessary. Are you running R-12 or a different refrigerant? Why was the compressor replaced? What else was replaced? Did you properly evacuate? If a refrigerant change, what did you do to remove the old oil? etc.

There are some very knowledgeable A/C guys on here and on the diesel forum (not me), spill the details and you'll get some great advice.
