What does horn have to do with engine not running?

If my car engine dies and my horn won't work at same time, then I crank engine again and both engine and horn work what relationship do they have with one another? Thanks

ignition switch, and in some cars, K40 relay.

What type of car, model, years, milage etc.....?

I'd look at the ign switch (eletrical part), OVP and fuel pump relay behind the glove box for the not running. Damned if I've run into the horn thing. Ign modules will die and restart too then go completly feet up.
