I've tried the paper clip procedure with my new lock, so I'm quite sure that I'm pushing the "locking pin" down, but the guard ring will not turn, even gripped with some needle-nosed locking pliers.
What do you think, should I spray a little PB Blaster in there in case it's threads are corroded?

Don't spray it. Once you are certain that you are pushing on the correct piece with the paper clip try gripping the ring with some channel locks and wiggle it like you are trying to tighten it and loosen it. It should eventually start turning counterclockwise and unscrew. They do not tighten down tight like a fastener would.
