W210 Front Wheel Bearing Race Renewal

"Disassembling and Assembling Front Wheel Hub" (M-B WIS AR33.20P-0320A) mentions the need for a special drift (202 589 00 15 00) to remove the outer wheel bearing race and an extractor (201 589 00 33 00) to remove the inner race. Additionally, a dedicated installer (201 589 01 43 00) is required for renewal of the inner and outer races.

In light of this, is it just less complicated to install new hub assemblies, complete with bearings, or is it somehow possible to renew the races without these special tools? Is this why Fast Lane only offers the hub assembly for the W210?
