Very High Idle,86 190E SOHC

Have an 86 190E , former basket case. Engine and trans replaced 2 years ago, but no one tried to get it running 2 years ago, at the time of replacement.Now I have inherited th monster of getting this thing running. With everything hooked up properly, Idle at 3000 RPM at all times. I need a simple way to check signal to the Idle air control valve, to see if the signal is correct.Idles fine with control valve removed, and rubber hoses plugged off. I cant find enough usable info on my ALL Data, or mitchel to trouble shoot this thing.
