turbo oil drain

I have a question regarding the position of the bottom turbo oil drain tube that goes in the oil pan. I have searched on this topic and found no details on my inquiry. I replaced my two o-rings, the upper gasket, and the oil pan grommet. Does the lower tube rest towards the top or bottom postition when it is installed? There is about an inch or less of travel that this can move. The reason that I am asking is that it is still seeping some, though not as bad before I replaced it. The last time I did one was about 10 years ago, and cannot remember. The CD rom manual does not elaborate...it just says to insert the tube with o-ring into the bottom grommet in the oil pan. Of course we all know just how much fun this job is.....
