300E 89 running rich

My 300E (89) starts hard most of the time and runs poorly when the engine warms up. When the engine is cold, it runs fine. Many components have been replaced. My MB parts dealer/mechanic says to check the "governor". He says that this component adjusts the fuel mix depending on the temperature of the engine. How do I check this "governor"? He says that it's attached to the fuel distributor. Going by the picture given to me, it has (2) leads attached to it. I see no vacuum lines. Any suggestions.

Hard to start when warm is a good indication of Bad OVP relay. Does your ABS light comes on every so often?, If it does, I put my money on OVP.
Another may be your fuel pump relay.

The "governor" the mechanic/dealer mentions must be the EHA valve, I doubt that is the problem.

"Many components have been replaced", that does not help much.

Try to be more specific: changed distributor cap and rotor, changed OVP, etc..

Do a search on both. Tons of information.

Replaced Fuel Filter, Oxygen sensor, coolant temp switch, coil wire, fuel injectors, OVP (ABS light was on). Car has 120,000 miles. It was running great until this. Please help.

First thing first.
Get yourself a multimeter with duty cycle reading capabilities (Sears, 30 bucks), and start reading the codes.
There are hundreds of posts on how to do this, the same thing with the EHA valve.
When cold, more fuel is injected thru the cold start valve. May be you are running very lean when warm.
Please do a search, and read.
You will find the solution to your problem in the archives.

Same issue as you fine people, I did notice one thing. With my vehicle, my intake is always filled with fuel, and my fuel pump is actually very very loud. A very unpleasant whining noise is all you can hear when sitting in the car with the radio off. i have a 90 300se, any input?

is an indication that your fuel pump is in its last leg. Order one and replace it BEFORE you get stuck somewhere!
Fuel in the intake is NOT good. You need to investigate further. How old are you injectors? They may be plugged.
