sticky speedo needle

My speedo needle refuses to budge these days until I reach a speed of at least 40 to 50kph. Then it jumps into action and will be ok until I stop the car again like at traffic lights. Then it sticks again for a few hundred metres. This is not safe because I may be caught speeding when intentionally I wasn't. How am I going to prove it to the cops or the court that I wasn't able to see the speed I was going? Blame the car? Blame the crap speedo? What is the quickest and cheapest way out of this? Remove the cluster, change the speedo, cable or what?
