Constant Air Flow Thru Outside Vents

I have a 1989 190 2.6. My problem is that I continue to get air coming out of my driver and passanger vents when everything is off. The air starts to come out when driving on the express way. The faster I go the more air that comes out. When I have the thermostat on red the air that comes out is HOT and when the thermostat is on blue the air come out COOL. Can someone please help!!

iF YOU select "0" then no air should enter the interior. IF air still comes in, then the fresh air vacuum element isn't closing the fresh air door.

I have the "0" selected to close the vents and the air still flows thru. Can I fix the fresh air vacuum on my own (something simple) or is this something I need to take to the dealer. Where is the vacuum part located and what needs to be done to it.
