hard starting 1968 250 SE

It takes about 8 tries to start,then it idles very high.I ajusted the idle then it wont start at all.Once its warm it runs fine,plugs,points cap,idle control is all new.choke is free.Also the transmission shifts hard and takes awhile are they related to the same problem.
