tire wobble and tie rods?

My '94 wagon is going into the shop tomorrow for wiring harness (192,000 miles), rear control arm bushings and tie-rods in the front. The questions are : since I put my summer tires back on the car wobbles at about 35 - 40 mph. Could the sloppy tie rods cause this or should I question the tire balancing or both? I feel pot holes when I hit them in the suspension and in the steering wheel - does that sound like a tie rod issue?
