'97 e300 a/c blower speed ok at low and medium but not high or high-high

My a/c seems cold enough. Filters are clean. The blower speed increases from low to medium, but when the push buttons indicate high or high-high, the blower speed does not increase.
Any ideas as to why? Blower regualtor?
