1988 Mecedes 190E 2.6 liter emmissions problems

I have a 1988 Mercedes 190e with the 2.6 liter gas motor. I recenlty failed the hydrocarbons and CO2 portions of our state emissions test but passed the NOX portion. The car has 130,000 miles and gets only 13mpg. The wires, plugs, and distributor cap/rotor were replaced within the last 2 years. Any help would be appreciated.
