Sometimes the ABS and ASR warning lights on my 124 wagon ('95) come on and stay on, other times they come and and turn off. What's the problem?

Researching this on my '86 300E:
Mlfuntioning overvoltage relay, low alternator output or a wiring problem seem to be the most likely causes if the light is not flickering but staying on. A voltmeter reads 14v however which suggests some other elctrical problem. A new battery makes no difference - any ideas anyone??? Fuse C also seems to be drawing power - I've disconnected the electric aerial and the rear interior lights which leaves the Central locking system which I am loathe to investigate because it means ripping up the carpets.
