Exclamation 1995 E320 EGR Problem!!!

I have taken my 1995 W124 E320 to my mechanic three times now due to my check engine light coming on with the EGR inoperative code. When he hooks it up to his reader, he gets the EGR flow code. The first time he cleaning out the EGR inlet pipe with a speedometer cable and brake cleaner. The second time he cleaned out the exaust manifold as there was debris. The third time he removed the EGR solenoid and cleaned off some corrosion. After every repair, the Check Engine light came back on after about 1-2 weeks. I am not sure if the wiring harness has been replaced yet. I bought the car with 197K miles in 2002. Please advise as to what should be my next course of action. Thanks.
