Passenger seat is sooo saggy

For the past 2 years my girlfriend has *****ed and moaned about my rather uncomfortable passenger seat. Although I have been aware of it's saggy nature for more than five years, I have neglected to take care of it since I generally drive while in the other seat. Today, I felt like looking into it and this is what I found. On the drivers side there are what seem to be "Nerf" cylinders inside of the springs at the front left and right of the seat bottom. On the passenger side the springs are empty. The front of the passenger seat (just before your knee) pretty much collapses when one sits down, while the driver's side offers good support. Are these Nerf tubes supposed to be there or were they a DIY fix for bad springs on the driver's side. What's the deal? Please help or I will soon be single and lonely. The car, by the way is a 1987 560SEL.
