Glowplugs on 220 CDI

I have the glow light illuminating after the engine has been started on my 1999 E220 CDI, and I know it is because one or more glowplugs has gone bad.
Now I have just bought four new plugs of BERU brand, which is supposedly the same part as the BOSCH ones installed in my car. The problem is that when I change the plugs the problem doesn't go away.

I think the right way to test the plugs is to see how many amps they draw, but I don't have any way to check this, so I've just used a regular multimeter to ohm the plugs. The plugs that was installed in the car was all 0.5 ohms except for one which was 2.5 ohms. all the new plugs are 1 ohm. Do you think this is enough to cause the cirquit to malfunktion??
