Dragging brake pads

1993 300e: I put new disks all around 2 mos. ago and just recently changed the pads. Is it normal that the disks are not freely revolving? It sounds like the pads are dragging on the disks and I can hear them at low speeds and upon stopping.

The pads will be light contact with the rotor since there is no return spring or mechanism of any sort. Contact between the pads and rotors is normal.

If things are functioning properly, there will not be enough pressure on the pad to generate any appreciable amount of braking or heat buildup. If you spin the wheel when the wheel is off the ground and can get at least a couple of free revolutions out of it, then it should be normal. However, if the wheel comes to an instant grinding halt and/or the rotors warm up when driving without using the brakes, then there is a problem and the brakes are dragging.
