What is this resevoir for? See photo...

1995 S600...resevoir located under forward cover between left and right intake banks.

1) What is this for?
2) It's empty, and that can't be good. What type of fluid is used in it?
3) Does it need to be "bled" since it's empty?
4) What is bleed procedure?
