Sending Out Heads For Rebuild But Have Q's !!!

After I receive the Heads back can I change the Hydraulic Valve Elements with new ones and not adjust them (+ -) ? ? ? I don't
have the special tools mentioned on MB disc . Thank You ! ! ! ! !
