I checked the weights and they're free. When the rotor is twisted by hand, it instantly returns to its former place.
The next time I am with the car, I shall pull the passenger valve cover and check the timing mark. Also, I shall rotate the distributor and see if I can get it to idle there after slightly raising the idle speed. I just got a dwell/tachometer reader and I'll set the idle to 750 rpms. I've quadruple checked the wires, rotor, and distributor for proper placement. The #1 wire is at 1 o'clock and all the wires are secure and in their proper place. I'm sure it's had the chain replaced at least once in its past, but when I check the timing marks I'll look to see if its stretched at all. Thanks for everyone's input. Graham, I forgot to mention that I did in fact look at the online manual. It was very helpful in locating specs and the idle speed adjustment. Thanks for everything.

Frustration:
I tried to work on the car today but was stopped before I could start. That is to say the car wouldn't start. It's been sitting outside in the elements for the past week since I got the engine back together from the intake gasket job it received. The catch: it was 11° when I tried to start it. One quick question, does the temp. sensor on the thermostat housing control/affect the cold start injector? The wire broke off and I can't get it reattached. It seems that all the wiring under the hood is so brittle it will break with even the most minor manipulation. I think that with a combination of 25°BTDC timing and the cold weather without a C.S.V. kept it from starting. It definitely tried and seem to somewhat occasionally run while the starter was engaged. I used starting fluid and that helped a little but still wouldn't let the car run without the started helping it along. I will try again in a few days and if nothing else, put a multimeter on the CSV and make sure it's getting voltage.

Even with timing set at 30 BTDC at 3000rpm, the vacuum retard should still retard your timing during starting. Having the A/C on also cuts off the retard, so maybe tuirn it off when trying to start. The CSV, is controlled by a thermo-time switch on the top of the engine near the coolant sensor. Perhaps that is faulty?
