I was wondering what are the largest wheels and tires that will fit on a 1989 Mercedes 190E 2.6L, without any rubbing or having to flare fenders? I am thinking of adding lowereing springs too. Will that effect what wheels will fit?

Depends on how much you plan on lowering it. The 215/45/17 will rub if you lower the car, so you might want to consider 215/40/17. Unless you then roll your fenders. 225/40/17 made by Nitto are a nice budget-buy performance tire. But I would stick with the 215/40/17s if you lower it, more options.
If you don't lower it, 215/45/17s.
