When does the AC on those new electronic climate controls kick in?

Only theory I can come up with is that if the outside temp is higher thent he preset inside temp, the AC will turn on.

eg.

Outside Inside AC on/off
20 degrees C 22 degrees C Off
22 degrees C 20 degrees C On
25 degrees C 28 degrees C Off
28 degrees C 25 dehrees C On

Sometimes it's 20 degrees C outside and the AC still runs when I set the climate to 28. Hopt air won't vent out until I set the temp to HIGH.

Anyone else have any thoughts?
