If the car is in a warm heated garage, the cluster can usually come out without the use of the cluster hooks.
I use my fingers on the right side rounded part and give it a good pull with my fingers flat against the recessed part of the cluster then I work the left side to the point where i can get ahold of the lip.
If that fails ,I use the cluster hook.
