If the gauge and sensor are reading properly then I would suspect the thermostat is sticking open partially or something to cause the coolant to stay below 80.
A 603 should warm right up and stay above 80 unless you are on a long down hill mountain road or something
Fuel is heated by the coolant then passed on thru the fuel thermostat device (small cylinder with four spigots on it) and that I believe is partly to figure in the performance with this engine, esp in really cold weather.
You better check that thermostat, even if it is new.

I think a big factor is that my coolant is basically water currently.
Before it'd always heat up to 80° no sweat. Since it's finally inspected I can drain it again, throw in my flush, and get the proper stuff in there.
