Be carefull about throwing parts at it... it can get real expensive real fast...

1) The Temp sensor you changed (there are 3 I think) was it the one at the rear of the block and on top of it?

2) Do you have a multi-meter?

3) Is your anti lock brake light lit? (could be a sign of a bad OVP relay which protects the circuit that manages cold starts)

Why do you think fuel filter will help?

Can you describe in more detail exactly what symptoms you are seeing when you have hard starts... i.e. what does the economy gage read... when it starts does it run rough -till what temp... does it start fine once warmed up...
