The article says "Military analysts said Russian forces experimented with a maneuvering warhead during a missile launch several years ago, but voiced doubt about their ability to deploy such weapons anytime soon."

It sounds to me that while the technology may not be production-ready yet, it's well on its way... and probably further along than our super-expensive missile shield.
