too much heat

I took the dash apart to replce bad actuators for the heater system
Got all them working , but noticed after all together that the heater control was blowing hot air on every position but extreme cold position
Noticed that the monovalve had a broken spring washer
Rebuilt unit
No water sneaking by monovalve , also checked to voltage and no voltage at plunger
Do I need voltage to keep it closed? I assume it does???
What makes it close The control unit???
Is there an air flap that has to open to send colder air in to unit???
The ousde air flaps are open
Any help would be appreciated before I go nuts
Bad enough ripping dash apart to repair air diaphrams but now more headaches
