A lot of the newer, more persistent spyware programs can't be fully removed as they incorporate autorunning processes loaded when Windows boots normally (with all usual drivers loaded). You won't be able to delete them fully while running Windows. You can try using spyware removal programs, but in most cases, the spyware will reload/reinstall the next time you reboot. You have to boot into safe mode, which basically runs a minimalist version of the Windows OS and prevents the malicious software from loading (usually).
To do so, when your PC boots up, hit F8 and you should get a choice of boot modes - choose 'Safe without Networking'.
Then manually delete all associated files pertaining to the spyware, as per Larry's post. Good luck!
