It is not a mechanical shutter... It is a rotating mirror (rotating at extremely high speed), and the film is advanced in the path of the mirror's reflection. This is how such incredibley fast exposures can be affected. Another way of stating it would be "millions of frames a second" like expressing machine gun capability in thousands of rounds per second.
