The first thing to try is cleaning out the radiator fins with a hose. I used a high pressure wash at the local car wash but some folks will recommend just a regular hose. Remove the radiator and clean out the 17 years of crud that is in it and you will reduce most of the variance in your cooling system. All at a total cost of about 5 bucks worth of pressure wash time.
