The CIS fuel systems operate by having a system pressure that works against the CONTROL pressure. Durning warm-up the control pressure is LOW & that allows for a richer mixture.

YOU would need a very good set of fuel pressure gauges to test that system.

The warm-up regulator is how the CONTROL pressure is changed.
