Oh please.... The most they would make you do is put it back on. Besides, he hollowed it out, its still there, just non-functional. Even if it was inspected it is highly unlikely the chimps running the joint would figure it out. There is a long, long list of automotive laws that was broken and ignored every day.
Blue headlight bulbs (rice burners)
Window tint (some states)
ANY aftermarket cold air intake (breaks Federal intake noise reduction laws)
Bumper heights on lifted trucks (some states)
Louder that stock exhaust (some states)
etc.
etc.
etc.
