Unplug the connector to the idle control valve. If the idle drops, look for a problem in the control loop - a sensor, throttle switches, the ECM, or power to the ECM (OVP). If the idle does NOT drop, the ICV could be sticking, or you have an air leak. Look for broken or disconnected vacuum hoses or idle air circuit hoses. Check also that the throttle linkage return is unobstructed, so that the throttle properly closes down when the pedal is released.
