we used to extract those using a bolt from the water pump housing and a stack of washers and or nuts.
i don't see why he would think that.
any well equipped machine shop can deck the block and mill the head. there are limits of course because it affects combustion ratio, and cam chain geometry and such.
i suspect there is another reason he doesn't want to do it.
