Guess what? I found a fuse that was bad. It didn't look bad until I pulled it out to check it and it fell apart in my fingers. After I replaced the fuse, the fans started working. I'm sure that replacing the resistor along with the fuse is what fixed the problem. I hope this resolves things for at least a little while.
